Nondiscrimination Notice

Behavior Momentum ("BXMO") complies with applicable federal civil rights laws and does not discriminate, exclude people, or treat them differently on the basis of race, color, national origin, ancestry, religion, creed, sex, gender, gender identity, gender expression, sexual orientation, age, marital status, medical condition, genetic information, or disability in admission to, participation in, or receipt of the services and benefits under any of its programs and activities.

BXMO provides free aids and services to people with disabilities to communicate effectively with us, such as qualified sign language interpreters and written information in other formats. We also provide free language services to people whose primary language is not English, such as qualified interpreters and information written in other languages. If you need these services, contact us using the information at the bottom of this page.

Language Access & Free Interpreter Services

Language assistance services are available free of charge. If your primary language is not English, we will arrange a qualified interpreter at no cost to you for meetings, planning sessions, and service-related communications. We will also provide written materials in your preferred language when available.

To request an interpreter or translated materials, call (661) 373-0284 or email Info@bx-mo.com and tell us your preferred language. You may also ask your regional center service coordinator to coordinate interpretation through the regional center.

Reporting Abuse, Neglect & Safety Concerns

As a regional center vendor, BXMO and its staff are mandated reporters under the California Child Abuse and Neglect Reporting Act (CANRA) and elder/dependent-adult abuse reporting laws. If you suspect abuse, neglect, or exploitation of a person with a developmental disability, you can report it to any of the following:

  • Omnibus Reimbursement for Abuse Reporting (ORAD): 1-800-223-9018 (the DDS abuse reporting line)
  • Local law enforcement: call 911 if someone is in immediate danger
  • Adult Protective Services (APS): 1-833-401-0832 (Los Angeles County)
  • Child Protective Services (CPS): 1-800-540-4000 (Los Angeles County)
  • Your regional center — which files a Special Incident Report with DDS (Title 17, §54302)
  • Clients' Rights Advocate through Disability Rights California: 1-800-776-5746

Lanterman Act Consumer Rights (WIC §4502)

Every person with a developmental disability receiving services has rights guaranteed under California Welfare and Institutions Code §4502. As a regional center vendor, BXMO honors and helps protect these rights. They include the right to:

  • Treatment, housing, and habilitation or rehabilitation in the least restrictive environment.
  • Dignity, privacy, and humane care.
  • Participation in an appropriate program of quality education, training, or social development.
  • Freedom from harm, including unnecessary physical, chemical, mechanical, or other restraint, isolation, excessive medication, abuse, or neglect.
  • Freedom from hazardous procedures.
  • Treatment and services that promote dignity and respect.
  • Not be required to work without compensation.
  • Religious freedom and the opportunity to practice religion.
  • Access to their own money and property.
  • Access to telephones, mail, and visits with family, friends, and advocates.
  • Marry and procreate.
  • Associate with friends and family.
  • Be informed of these rights.

Your Right to File a Complaint

Consumers and their authorized representatives have the right to file a complaint under California Welfare and Institutions Code §4731 when they believe a right has been violated. Complaints may be filed with the regional center or developmental center director. Beginning in July 2026, complaints are processed under the consolidated grievance process.

You also have the right to a Fair Hearing to appeal decisions about the nature, scope, amount, denial, reduction, or termination of services. Fair Hearing appeals generally must be requested within 60 days of the decision.

BXMO will not retaliate against any person for filing a complaint or grievance in good faith. Retaliation is itself a violation of consumer rights and may be the subject of a separate complaint.

Conflict of Interest Disclosure (SDP)

For consumers in the Self-Determination Program (SDP), California law (Welfare and Institutions Code §4685.8) requires that an Independent Facilitator not also serve as the person's paid service provider, and that any potential conflict of interest be disclosed. If BXMO provides both facilitation and other services to the same consumer, we will disclose this in writing and help arrange an alternative to avoid a conflict.
